Match the intensity of supervision to assessed risk and need rather than to charge category.
Not every individual under supervision requires the same frequency of contact. Agencies and courts should use validated risk and need instruments, and should interpret the results in the context of the whole person rather than the charge category alone. Where the level of contact exceeds what risk and need indicate, that excess operates as an additional condition of supervision, with the same potential for violation.
