Methodology
- Item scoring. 0 = not addressed, 1 = implicit, 2 = explicit but limited, 3 = substantive, 4 = comprehensive.
- Structure. Existence (4 yes/no items) + Quality (11 items, 0–4) + Equity (5 items, 0–4).
- Weights. Existence 42.9%, Quality 28.6%, Equity 28.6%.
- Quality gate. Quality is scored only where the agency actually publishes guidance; otherwise it is 0, since there is no document to evaluate.
- Tiers. Exemplary ≥ 80 · Strong 60–79 · Developing 40–59 · Minimal 20–39 · Absent < 20.
- Curved grade. A = top 10%, B = next 20%, C = middle 40%, D = next 20%, F = bottom 10%.
