Cover voluntary evacuations, not only mandatory ones.

Most evacuations are voluntary or pre-mandatory. However, existing policies are typically activated only by a mandatory order. Agencies should extend the same protections to voluntary orders, and to National Weather Service warnings (or those of a comparable authority) at a stated threshold. The activation should be an objective public order rather than a supervising officer's discretion.
