Institutions left risk communication to others.

Across facilities and agencies, participants reported receiving essentially no information during COVID-19: no protocols while inside, no preparation at release, and no guidance on benefits, lawsuits, or available services. Risk communication was instead performed by television news, rumor, family members, other incarcerated people, and community-based organizations, that is, by everyone other than the institutions that hold formal responsibility for it.
