Housing is the master vulnerability.

Housing appears in the data as the condition on which the others depend. Release from incarceration was itself contingent on securing it. Residency restrictions, which participants called β€œred zones,” barred them from family homes and were experienced as racialized exclusion from entire neighborhoods. Shelter and halfway-house rules (e.g., curfews, sign-ins) layer a second supervision regime on top of the first while increasing exposure to conflict and to rearrest. In disaster terms, most of this sample would meet any future emergency from congregate or unstable settings, without a private buffer and with a limited ability to relocate.
