Poverty produces violations: material hardship, rather than new criminal conduct, drives the risk of revocation.
The technical violations participants described trace to the infrastructure of poverty rather than to criminal conduct: jumping a turnstile without carfare to reach a job interview, missing a check-in because the bus to a distant reporting office runs every two hours, and falling behind on supervision and monitoring fees (“they have to pay to be free”). One participant described the vigilance this produces: “walking on eggshells causes anxiety to a point where you’re not even healing”. These same constraints operate as latent disaster vulnerabilities. A two-block house-arrest radius, a curfew, and a travel restriction function as evacuation restrictions, and any storm or outage that interrupts buses, phones, or paychecks becomes exposure to revocation.
