Emergency restrictions became permanent forms of control.
Participants reported that the pandemic accelerated the use of electronic monitoring, which moved custody into the home and shifted its costs onto the individuals being monitored, who pay a monthly fee for the equipment attached to them. Controls introduced as emergency measures were not withdrawn when the emergency receded, and the monitoring that expanded under COVID-19 remains in place.
