Name the agency's role in the state Emergency Operations Plan.
Sixteen states are listed in ESF-13 (Public Safety & Security) and publish no agency-level guidance of their own; thirty-three are not in the annex at all. Supervisory agencies should coordinate with their state emergency management agency to be named in the annex, then translate that interagency listing into a document for individuals under supervision that mirrors its triggers and language. Being named in a state plan is not the same as communicating with the people that plan governs.
